I completed my bachelor degree in April 2018 but I have 1 backlog which I supposed to write in October , am I eligible to write cat 2018 ?

Yes students with backlogs are definitely eligible to appear for CAT.

However when admission begin in 2019, colleges shall expect degree certificate and all backlogs to be ckeared before you get final allotment letter.

Admission is subject t to verification hence its advised to clear all backlogs before 2019 May.

I am glad to inform you that You are applicable for CAT Exam but at the time of admission you must cleared your backlog first.
It is fine to have a backlog when you are writing the CAT exam. But what is important is that you clear all

As per the eligibility to apply for CAT Entrance Exam you should have minimum 50% in your Graduation & for the reserved category such as Scheduled Caste (SC), Scheduled Tribe (ST) and Persons with Disability (PWD) you require 45%. You can check the further eligibility with the given below link.
