It all depends on how well you do in CAT. If you are confident to do exceedingly well, then you can surely afford a one year gap. You can also consider the option of doing some certifications simultaneously with your preparation of CAT.

Of course this is possible! But you need to put in that extra effort as you are from non maths background. Start preparing if you have'nt yet. Do not forget to take the mocks and analyze them on a regularly basis(ideally 1 per week)

Yes there are government companies that recruit MBA students from campus. It all depends on the college. Some top notch colleges like FMS, JBIMS, SJSOM IIT Bombay etc have several government companies as their regular recruiters.

I am assuming you are a candidate belonging to general category. With this rank, you would not get any decent college. It is highly advisable you appear for CAT again and aim for a much better score.

For taking an admission in NALSAR ,Hyderabad you need to appear in an entrace exam named as CLAT which is the national level law entrance exam condected by different NLU's accross India.
Honestly you have very little chance in government colleges with your marks. You should probably apply for private colleges and deemed universities.
