Akash, first of all, you haven't mentioned the name of the government college in which you want to take admission. Second thing is irrespective of the fact that an MBA college is government or private almost every college has a procedure to give admission to students which starts with one

Rank for the marks obtained is determined by varioua factors. So you cant excatly predict the rank but the last year rank cut off for EC was 4954. 

Yes you can get. However it will depend on the marks of topper as it will determine the percentile. Last rank of SC generally goes upto 9000 till last counselling. A rank within 5000 will ensure seat within 1st counselling !
