The cuttoff for admission in any of the NlUs,last year closed at ranks of around 1600. As this is the first time Ipu would accept admission based upon on the clat score, their is no trend to follow for fair estimate.
But there are around 1900 seats offered

Your CLAT 2019 is decent you might have good chances if getting seat. You can get good college for your rank based on previous years cutoffs. Cutoffs vary from year to year.

Given the high cut offs this year you can expect USLLS cut off rank to be in the range of 600-800 for BBA LLB however it may be even leser if delhi general candidates with leeser rank than the above mentioned rank opt USSLS over RMLNLU and RGNLU.

Congrats for such a good score, 130 marks in clat means your rank is under 500 you can know by the link below and since last year for general category closing rank for CNLU Patna was 1186 this means you'll surely get seat in this NLU.

You can apply for LL. B. without giving CLAT examination. There are several universities which provides an integrated course in ehich one degree is of bba or bsc or bcom etc and other degree is of LL.B.
You can pursue this course from colleges like NLU jodhpur, Bennett

Preparation of CLAT has no limits. CLAT basically tests your language skills, logical aptitude, basic mathematical knowledge, General awareness and some legal reasoning.
Language is something you develop throughout your life, if you want to get better you surely can take classes for English.
Logical Aptitude requires practice.
