This year the expected cut off is high as the paper was easy so now as per your score and rank your chances are minimal of getting into a national law university though you can try in vacancies and also apply in nirma university as your back up plan

Yes you can get admission in UPES Dehradun with this score as it take CLAT rank upto 5000 and need minimum 50% in 10th standard and 50% in 12th standard. So , i think you can get admission in UPES. The college is good and the placement facility

Iam sorry to say this but with this rank it is not possible for you to get into any of the NLU's,as the cutoff's for the NLU's are really very high.
