Both the all india rank and category rank are taken into account but as you have a very high all india rank you are not eligible for any NLUs and your category rank is also high so you can try next year or go for some private colleges.

You don't need any particular marks to get admission in JECRC, only Exam of CLAT is required and its scorecard, you can get admission there easily as its a private college which follows go first and get first policy
