According to your CLAT score of 64 marks, and i assume that you belong to general category, then you have no chance of getting a National law university and for you further satisfaction,

Yes there are reservations for obc candidates in common law admission test.
With the declaration of clat result 2018  candidates can check their secured rank, i.e., All India Rank (AIR) and Category Rank (CR) with the announcement of result.

Considering the range of rank that you expect (1500-2500), you do not seem to have a chance to get admission in any of the NLUs if you belong to the general category.

Considering your expected rank you would not be able to get admission in any of the NLUs.
The other options that lie with you are the other law entrances except CLAT that you took.
Other than that, There are many colleges that are not NLUs but accept admissions on
