Both JNTU and OU are reputed universities. But JNTU has got NAAC A+ and OU has got five star rating by NAAC. In my opinion JNTU will be better option than OU.

Hi, I am not sure about what marks you have received because it is hard to say because it changes every year. The cut off in previous years was 25.
