Some barriers to communication are :-
*Choice of words: when you are talking to a person, you should make sure you do not use jargons and keep the language and choice of words as simple as possible.
*Physical barriers like sounds, surroundings, etc also might act as barriers
In this situation there might be online admission. There is no big procedure for admission. You need apply through application form. If you got admitted you can follow the next procedures given by them.

You haven't mentioned your category to predict the chances. As there are 80 seats for communication design, so you may have chances of getting admission.
Again it depends upon the category as seats are reserved for SC, ST, differently abled

I assume that you are talking about the CBSE board exams of 12th grade. It is not advisable to skip any topic during exam preparation. Especially the ones that look not so important. There have instances in the past where the paper was loaded from such topics (communications in physics).
