For becoming Skill communication engineering you need to have basic knowledge of English. You can also do various other short corses. 

yes you can take admission in Btech degree in electronics engineering.Doing  b.tech after diploma in mechanical engineering is one of the best option.You can get lateral entry in B.tech through leet which  spans over a periodof 3 years.

It depends upon company but on an average an electrical engineer  earns 50k per month while for communication engineer it will be around 20k per month. I hope this information helps you.
