Based on your academic qualification, yes, you can appear for NDA. However, I suggest that you carefully check the other eligibility criteria like age, physical standards etc. required to appear for the exam. Please take a look at -  NDA Eligibility criteria. Goodluck!!

Candidates in 12th or who hav epassed 1wth ar eligible

Yes, you can appear for UGC NET from other states, Tamil Nadu in your case. All you have to do is select the exam cities as per your convenience. Candidates have to select four exam cities in order of preference while filling the application form.
