SSC CGL Eligibility mandates a candidate to hold a Bachelor’s degree in any discipline from a recognized university/ institution to become eligible for the exam and aspirant should be less than 18 years and cannot be more than 32 years of age.

You have completed part-time in a B-Tech degree so you can apply for govt jobs but your degree must be recognized.Some central govt organizations can not consider a part-time degree.
