Yes you can change bracnh but only after completion of first year as well as you will have to score good marks to apply for branch change. If not so then you parents will have to visit the main branch and apply with a proper valid reason.

So based on your percentile u can see from last year jossa cutoff for top nit it is around 3 to 4k closing rank so it's hard for u to get cse
