              Congratulations on attempting one of the toughest exams. Now coming to your question, to be honest with 313 marks you have fewer chances to get CSE in BITS  because last year(i.e 2018) cutoffs for CSE is as follows

            BITS Pilani    -  378

            BITS Goa      -347

            BITS Hyderabad  -334

Firstly congratulations for securing a good rank. Cutoff for cse in NIE during 2018 was 2269 for general category . As you have 1751 which very well falls within the cutoff rank you have clear chances in getting a cse seat in NIE with or without snq quota.
