ECE deals with electronics whereas CSe deals with programming. In ECE involves physics more whereas CSe involves logical reasoning and maths more. Both of them have great scope in the future.
At the end, see what you find interest in and choose accordingly.

Sorry to say but for jadavpur you have score min 60℅ in all pcm subjects . But it is previous years criterias .So if it is changed then only you can go for jadavpur . You will get that eligibility criterias at the time of counselling . So wait for
