IIsc is best for doing research Rather than IIT. 

There are some iits which will provide good facilities for research like IIT Hyderabad, etc. 

If you get admission in IISC it's good, oterwise prefer IIT colleges will hierarchy of research.

Yes, anyone can give exam in whichever stream he/she is interested in GATE. 

Although if your target is some PSUs and other recruitments through GATE then it could be a barrier to give GATE from other stream as opposed to your graduation stream
