You can change your branch in 2nd year provided two things:
1. There is a vacancy in the branch you opted for the change.
2. The most important one, you are at least in top 3 in your branch(The number might change, possibly with an increment though).

Both the colleges take admission under REAP. The cutoff of these colleges have average cutoff for CSE branches. The Ajmer college comes under Rajasthan technical University and the second one is an Autonomous college. The course of RTU is little bit old according to current market conditions.
