Your rankk in UPSEE is quite high for getting admission in Government Colleges of UPTU. One needs to have a rank around 5000 inn order to get admission in  governmentt college. Getting CS is then impossible. But I ssuggest you to look for some top private engineering colleges

    B tech with CSE stream is good choice. B. Tech CSE course is also often pitted against BCA. The mode of admission is through state/National/University joint entrance Examination.

It is difficult to get admission in CS at a government college with your MHT-CET marks. And it also depends on which government colleges you are trying for admissions.
