Considering your PwD category, yes you have definitely qualified for JEE advanced. 

Now after comparing with previous year tally and comparing the overall ranks, you might get CSE in the lower or the newer IIT's.

So my suggestion would be to wait for the results and if you are rank

For OBC category the cutoff for CSE branch is :- 24713-28196 for Jee mains exam.

So you can go for the college and apply for it and you will get an admission for sure. Your rank is good enough to get a college.
