the uni-GAUGE-E exam is for admission in B.tech program offered by participating institutes of the foundation , ERA foundation do conduct this exam , there are 23 participating institutes whereas COMDEDK UGET is a state level exam conducted by consortium of medical , engineering and dental colleges of karnataka

If you selected the college and counselling process is completed then you won't get refund money. Only condition to get money refund is you have not got any college option in counselling process.
Seat is valuable for college as they make money which is paid as salary to staff
