You only have to pay once for attending counselling. For second round, there is no need to pay again. You will ony need to attend second round, if you are alloted not the 1st or most preferred choice of yours. You can accept the seat if you

The registration process will be online after that the 1st round of counselling will be offline at NMKRV College ‘Mangala Mantapa’ unlike the last year when the whole process was online.and you have to report according to your rank except the dates havent been released.It has already been updated.
