Deemed university does not comes under state quota.
You can not apply for deemed university through any state counselling. All seats of deemed university is filled thorugh all india quota counselling. So if you want to take admission in deemed university then you have to apply for All

I want to inform you that yes you can apply for both OBC and religious minority but only in state counselling whereas for all india counselling there is only one reservation in which you can apply that is OBC.
