In this CRL rank.....you are less likely to get a seat in any NIT or IIIT college through JoSAA counselling.....but you can try in CSAB counselling.....CSAB counselling registration is started from 28 Nov

YES you can add JEE MAINS marks in CAP round.

After getting JEE MAINS marks and qualifying for JEE ADVANCED you are eligible for JOSAA counselling and you can take participation in JOSAA counselling.

According to Joint admission counselling Delhi admission brochure , your state category will be the state from where you qualified your 12th examination so in this case you will be considered in 'Gujarat category' and therefore outside Delhi category.
