For JoSAA your category rank will be considered....while in CSAB counselling your CRL rank will be considered....There are limited seats for a particular category in any branch.

Yes, you can register for state counselling as well if you wish to get admission based on JEE Main score. But you have to get admission in one institute only be it in JoSAA counselling or State counselling. So depending on the seat allotment, if allotted in JoSAA counselling
