Since you have Valid rank in JEE, you are eligible to take part in both  JOSAA & CSAB councelling. However, with your rank it is difficult to get seats in NITs or IIITs. In CSAB ,you could get some seats in GFTIs as cutoff in CSAB changes every year.

Yes you are eligible and even if you belong to some category then you may have also advantage of that also and if you have given jee mains then your category rank would be considered during the counselling.
