You cannot submit PC, CMM and college TC later you have to submit it during the registration process. So unless you have those you won't be eligible to apply for TS PGECET counselling. I suggest you to go to your college and request them to give the required documents

Yes you can cancel the college you got in second round counselling but college you got in the first counselling is gone you cannot get the college you got in the first counselling because you applied to for the second college you will not able to get the seat
