    Yes you can apply in the mop up round of All India Counselling as well as the 2nd Round of State Counselling in UP. As long as you do not get a seat in (and you take a seat) in All India Counselling you are not barred from participating

    If you have chosen freeze option then that means you have accepted the seat and then you have to pay the seat acceptance fees.
