No, there will be problem if you are unable to show the recent OBC-NCL certificate in Neet Pg counselling. You need to produce the recent certificate or at least show the application/receipt you have received after applying for the new certificate.

The EWS certificate is usually applicable till upto 1 year from the date of issue.
Since in August it will only be 5 months since you got the EWS certificate, hence, yes it will be applicable for the eamcet counselling for the said month. The exam form filled though
