You'll be required to seperately register for the counseling of state quota which is 85% of the seat of medical college.

The state and central counselings are done seperately by two different authorities so thus you'll be required to apply for them seperately.

Then you can attend for the AP State quota counselling for the first round.for admission in Medical colleges of Andhra Pradesh. If you selected there you can join in any government medical colleges

The caste certificate of your father are not accepted in counseling if you want to get seats in counseling through category rank than you have must issued caste certificate.

You can apply tatkal caste certificate from CSC of your locality. The certificate issued in 4-6 days but
