As per now there is no official announcement by Veterinary Council of India regarding the Counselling Schedule for 15% All India Quota Seats of Veterinary Colleges for the session 2020-2021. There maybe veterinary counselling can be started after November 26 as per few websites.

Domicile for state level quota is indeed. For all India quota, you dont need that.
