If your percentage in 12th does not fulfill the eligibility criteria of any particular college the  you are not eligible for counseling.

Hence before counseling just check the minimum percentage required by the college .

But if you get admission in kolkata , then go for 15% all India counseling . You can easily get your favourite college.

According to rules, students who have passed their class 12th from a particular state, Or has a domicile certificate of the state are only eligible for STATE COUNSELING.
