I am afraid that with 1 lakh CRL Rank and 16000 EWS rank, you might not be able to get any government colleges based on JEE Counselling. Though you have a Telangana domicile, you can try in some private colleges which consider JEE Rank for their admission process.

Yes ,  state counselling is available for AYUSH but for B.V.Sc (Veterinary courses) there is no state counselling .You have to go through all India Quota Counselling.

The kasturba medical college Manipal is a deemed university. Admission to mbbs in 100 % deemed universities is taken through the MCI counselling. So for admission in deemed universities like kasturba medical college you have to do registration & Choice Filling on https://mcc.nic.in
