As far as I think for a student aspiring to clear cs exam, B.com and llb both are good choices and you can pursue anyone of them. If you have to choose one among them you should go for b.com as it is related and will help you only. But

If you consider the government figures then in total 15% reservation is given to SC category students and 7.5 to ST students.
In total around 1650 seats are there in IIT's for CSE and Electrical Eng.(not considering Communications).
