No, you are not eligible for the 4th attempt of jee mains because it is mentioned in the brochure that you can give jee mains consecutively for three years and not more than that.
Jee advanced can be given consecutively only for two years.

Both Jossa and all CSAB are the counselling conducting authorities based on the candidates performance in the JEE main and advanced examination. However there are some significant difference between two. Jossa conducts counselling to offer seats in NIT, IIT, IIIT and GIFT colleges. In Jossa counselling various reservation and categories are taken into consideration.
CSAB counselling is conducted only once the Jossa counselling is over and only vacant seats are available for grabs. In this counselling only CRL rank is taken into consideration for seat allotment.
Also it is very important to know that most of the seats are filled during the Jossa counselling only and number of seats available in the later one is very less.

The steps for counselling of JEE Mains are :-
Step 1:- Online Registration.

The Joint Seat Allocation Authority (JoSAA) is conducting the counselling process for candidates who have qualified for JEE Main and/or JEE Advanced.
Central Seat Allocation Board (CSAB), earlier known as Central Counselling Board (CCB), is constituted by the Government of India to coordinate admissions to UG degree programmes in engineering, technology and architecture in NITs, IIESTs, IITs and GFTIs.

To know when you will get refund of the seat acceptance fee that you have paid y ou can check the status of the refund in the CSAB official website. To check the status of the refund visit: https://csab.nic.in/webinfo/Page/Page?PageId=1&LangId=P
Click on the link 'Eligible candidate view Refund Status'. In the next page that is displayed you have to login. If you have registered for JoSAA 2021 then use JoSAA 2021 password or else use JEE(Main) 2021 password. Enter the security pin as shown on the screen and click on 'Login' to check the status of the refund. If you do not remember the password click on 'Forgot Password' and select any mode of your choice to reset your password.

The csab counselling charges a fee of 2000 and you need to pay 35000 in addition to that if you are a general /obc/ews category student or 17000 for sc/st category student.
But if you didn't get a seat in the csab round then you will be refunded after a deduction of 2000 from the fee within 1 week from the day when the counselling ends.

If you have retracted the application before the starting of the course, then as per the JOSAA counselling the fees will be refunded to you with a deduction not more than Rs. 1k from the institute. But there are no time periods available about the refund.
