1) Admission criteria on state quota is to pass 12th from the same state you wanted to apply state quota for,there are 50% reserved seats for state students.
2) Csab councelling is for the seats which remain vacant after all rounds
CSAB stands for Central Seat Allocation Board. CSAB conducts special round in order to give admission in NIT+ system when seats remain vacant in Institute after JoSAA counselling is finished. It is usually conducted in two rounds and the seat allocation is done based on CRL rank and not category
