See, partial admission fee is different from seat acceptance fee. In 1st round during JoSAA counselling, suppose you are allotted a seat in a branch in some institution, and you want to choose float (upgrade it) and go for the next round - then also you will have to accept this seat first by paying the Seat Acceptance Fee. Then only you will move on to next round.
Now, by any chance if you want to retain this seat which was alotted to you (freeze it) that means, take admission in that college and not go for the next round - then only you will have to pay the Partial Admission Fee.

The schedule for CSAB 2022 is not yet released, it will start after JoSAA counselling concludes. JoSAA 2022 counselling concludes in October, 2022 tentatively. So CSAB 2022 counselling may start in November, 2022. Please wait until there is an official announcement regarding CSAB 2022 counselling. According to your category rank, there is lesser chances for you to get admission in any NIT Institutes or IIITs Institutes through JOSAA Counselling or CSAB Counselling because as competition is quite high for getting admissions in Engineering college and your rank is lower than Expected.

Yes there is your chance but very less of getting a seat in GFTI pondicherry with your ST rank. As per previous year cutoffs data, the rank for mechanical engineering closes around 6,000 in 6th round but you can wait for the 7th , so there will be a small chance of getting mechanical engineering this year also, or you can definitely get a seat in gfti pondicherry with other branch. You can get admission in other branch and can also opt for internal sliding ,so that you can be admitted to mechanical branch if there are vacant seats
