Assuming 1650 is your PWD Rank, it is difficult to get admission in NIT -Surathkal as last year the lowest rank to get admission in NIT-Surathkal is around 800. However you had some chance in special round. Special round happens only when seat remain empty after all previous rounds.

According to the rule, if you have not engaged in JOSAA counselling and are planning to apply for CSAB counselling directly, you will be denied. Only those applicants who have participated in JOSAA counselling but did not receive any seats or requested seats
