If you are getting the seat in csab round 2 , and you don't accept seat or withdraw after getting alloted a fresh seat in csab round 2, then your participation fees will not be refunded . And your participation fees will be transferred to the Allotted Institute.

The vacant seats got filled before your rank. So the ones with higher rank than your got a seat in the round 1. Now if their new vacancies got created then in the second round the seats will be filled according to the rank.
