CSAB - NEUT is designed for the students of North East and Union Territories. No you can not apply for CSAB - NEUT as you belong to neither north east states nor Union Territories.

Yes you can participate in CSAB special round as a fresh candidate. If you do not pay the seat acceptance fee in round 4 your candidature will be cancelled and you can not participate in the rounds upto 7th round.

Yes, you can participate in the CSAB special round of JoSAA if you withdraw your allotted seat. You will haven to register as a fresh candidate for the special round. Anyway, even if you do not withdraw the allotted seat, that seat will get automatically cancelled. If
