I understand your problem. First thing that I can clear is that you can give Upsc after graduation only. You can prepare for it after 12th. You need to look at syllabus thoroughly. I recommend you to look at the interview of top performers. This will be helpful.

The major difference between both these field is that IT deals with the application of computing technology to real life processes, while, Computer Science deals with the science that facilitates these applications. On the other hand, IT is just the selection of the proper software or hardware for the task.

see workshops schedule and topics of work shops depends on which of the year of engineering course you are in right now, the college or institute you are currently studying, top colleges like delhi technological university, lovely professional university, vits conducts work shops collaborated with mncs like IBM, microsoft, tcs etc. however even if you do not belongs to tier 1 college you have may join by self registered yourself for many workshops by delloitte , ibm, by different coaching institute. you may follow face books pages and linkedin website to get latest details.

If you are asking about B. Tech CSE, which is Computer Science and Engineering in TIET, then of course, you are eligible for the course. The basic qualification a candidate needs to have is:
Candidates should have passed 10+2 or equivalent exam with atleast 70% marks (65% for SC/ST candidates) in aggregate of three subjects - Mathematics, Physics and any one of Biology/Biotechnology/Technical Vocational Subject/Chemistry.
Candidates who have obtained a diploma from any AICTE recognized institute or a state board of technical education of atleast 3 year duration with minimum 60% (55% for SC/ST candidates) will also be eligible for admission.
