Hello Rahul,
No. Mobile phones to be precise Smart phones with touch screens are not allowed inside the campus. You can use normal phones. It might be a problem if you carry a smart phone even in your luggage as sudden checkings and inspections would take place. If at all if you got caught up with smart phone, they would seize your phone for a week or so. Once i got caught so with experience I'm saying. They returned my phone after a week. Depending upon the severity and person who caught you, they might ask for a letter from parents or ask your parents to visit the campus. Then they will set free your smart phone. Why to take risk. Even if you carry one, make sure that no one notice it. And forgot to mention you do can carry your smart phones during special occasions like college fest “CIENCIA”, any workshops etc.,

VNVR JIET has higher rank and better facilities such as hostel, library, transport, gymnasium, while CVR COE is better considering placements and fees. So, both the colleges are equivalent. However, CSE being the more coveted branch, you should go for CVR COE.
