Hello student,
For getting license to start the dairy farm you need to contact Municipality Corporation or local panchayats based on your place. If you are planning for large size farms the you need to get permission from pollution control board. The large food business require Central License. A State License is required if your dairy unit handles from 500 to 50,000 litres of milk per day or more than 2.5 MT to 2500 MT of Milk Solids per annum.
Hope it helps you...
I hope that you are doing absolutely great,
With reference to your above mentioned query, i would like to tell you that according to the Department of Dairy science and technology , BHU it is stated that The Mtech course is recognized by the ICAR. The department has been recognized as Centre of Advanced Faculty Training (CAFT) by ICAR and has signed MoU with different reputed National and International Universities, Research Institutes and Industries like Cornell University, USA; University of Georgia, Athens, USA; Wageningen University, The Netherlands; University of Copenhagen, Denmark; CFTRI, India; CPRI and DSM for academic and research collaborations.

Further, YES, you can apply for Phd courses in any ICAR Colleges after completing your Masters level graduation only.
See if the college isn't ICAR accredited then you can't do your PhD from ICAR institution but you can freely pursue your PhD from the state universities. Also if BHU gets the ICAR accreditation, before your PG finals then you will get the ICAR accredited degree but if the degree is offered before the accreditation, then you won't get the ICAR accreditation laterwards, when the college will get ICAR approved.
**You can discuss the same question on the contact details of the department provided on the official website of BHU & get it discussed. You can find out the overview of BHU regarding the ISSUE.
