I don't think you will get minor degree in any of the nits and that too in photography, dance, literature, psychology, foreign language. But if you get into iits you may enjoy the privilege of doing minor degree in some of the IITs. But I still doubt these minors will be available in iit too.

The Korean courses are divided into three parts like Beginner,Intermediate, and advanced levels, and further divided intoEight levels (Beginners B1 & B2), (Intermediate I1 & I2), and (Advanced A1, A2, A3, & A4). There are overall three courses in year (Jan-April), (May-Aug), and (Sept-Dec) and there is a screening for the interview process before enrolling in beginner level.

No,There is no such reservations like that but according to the official notice by NEET there are special reservations on field like Scheduled caste which is about 15%,Scheduled tribe which is 7.5%,other backward classes face about 27% relaxations.There are reservations for Economically Backward section of the society as well as for persons with disability.
