No buddy, the counseling process at Vellore institute of technology is not at all like that of you have mentioned. If a seat in lower category is vacant due to candidates pulling back their names, that seat is transferred to the higher fee categories ( mostly in 4th and 5th).

The eligibility criteria for the course through regular entry will be

Eligibility for those who cleared class 12 or equivalent in 2019 or earlier:

• The candidate must have  Mathematics and English in class 10.
• They should have cleared class 12 or equivalent in 2019 or earlier

Eligibility for those who cleared class 12 or equivalent in 2020 or 2021:

• The candidate must have s Mathematics and English in class 10
• They should have cleared class 12 or equivalent in 2020 or 2021.
• The candidate should be:
  (i) currently enrolled / previously enrolled in any Bachelor's Degree program in campus mode.
  (ii) completed 1 year (campus mode only) diploma
  (iii) completed CA Inter

As you are in 12th you are not eligible this year but you can apply for it next year.

Application process

• Anyone who meets the eligibility requirements can apply by completing the application form, submitting the relevant papers, and paying the application fees.
• The Qualifier Process will be required of all Regular Entry candidates. The average of the top three out of four assignment scores will be computed in each course. Only those who receive the requisite minimum average assignment scores in all four courses will be permitted to take the Qualifier Exam.
• 
  Only applicants who get minimum required average assignment scores in all four courses will be eligible for the in-person invigilated Qualifier Exam conducted at the end of 4 weeks of coursework. Only these candidates will receive hall tickets.
• Only those who pass the Qualifier Exam will be eligible to register for Foundational Level courses.

The VIT vellore which is also the main campus is considered as number one VIT among others so it automatically makes the demand high for it as all the students try their level best to get into the main campus and specially for the CSE branch only due to its craze among the students. So seeing at your rank it is very difficult to say that you can get it because for main campus the marks are quite high and your rank should be atleast under 10k so that you can have little chance but surely their are many more VIT’s in which you can definitely try like Chennai, Bhopal and many more.

I guess your question is in context to integrated Mtech program at VIT in collaboration with Virtusa. Well normal btech in cse or cse with specialisation is much better than integrated programs as companies prefer students with core knowledge about their subjects. Moreover their is no such difference between the curriculum of both the branches and you will just get better lab and research facility as a result of collaboration.

For your VITEEE Rank you have chances of getting B.Tech Computer Science Engineering with Specialization in Data Science in Vellore Institute of Technology, Vellore based on previous year's cut-offs you can get them in mostly Category 1. But Cutoffs changes from year to year and depends on many factors like number of students appeared, difficulty level of the exam, number of seats available etc. If this year cut-offs changes and closing rank is less then you you might get B.Tech Computer Science Engineering in Specialization in Data Science in Category 2 may be.

see cutoff score changes every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, choice of stream etc. however based on previous years cutoff score it is quite difficult to secure computer science engineering at this rank. however data science is an emerging field and it would depends on the number of applicants applied for particularly in data science. however do not loose hope and participate in the counselling process, I suggest to appear in others exam and apply for multiple colleges to get best possible outcome.

When you are pursuing a Specialization you get specialized for a portion of the subject. This means that you will know more about Specialization subject more than non specialized students.

Now the good or bad is relative. If you feel interested in Data Science then go for it else go for CSE because if you aren't sure about specialization its better to get some time and  then decide what to do next.

If you think of it CSE data science can be more advantageous as you will get scope in CSE and Data Science sectors. This will increase your demand in industry. But that doesn't mean being only a CSE you won't get these opportunities. But for only CSE if you go for Data Science then you will get relatively low package as the company have to train more about Data Science.

I would recommend you only to take specialization if you like it, else you will get wasted while studying.
