Both the colleges you have mentioned are well named private engineering colleges in Karnataka. Now infrastructurally both the institutes are great although JTSSTU have a larger campus area compared to that of DSCE. Although, the campus area must not be a concern of any candidate.
The number of Faculty members in the DSCE is around 482 where as for the JTSSTU is around 300. Its always better for a student to go for a college which have a larger faculty chain so that the faculty per student must be high. Apart from this both the institute have well equipped lab facilities but the innovative academic criteria is better in DSCE compared to that of JTSSTU.
Distinguishing this two colleges is very hard and the opinion may differ. But from the perspective of placement its clear the median salary for the CSE is better in DSCE is better compared to that of JTSSTU.
So as per this information, going for the DSCE will be a better choice.

If you were to take my opinion then i would surely choose vit vellore as compared to dayanand Sagar College of engineering because of solely on the basis of placements . In computer science plethora of companies comes for recruitment.
This year Google has visited the campus . In addition to this microsoft, Amazon , Goldman Sachs, de Shaw , paypal comes for placements and internships . Around 850 companies have visited it's campus.
Whereas dayanand Sagar is not at all at par with vit vellore. But the fee structure is a problem because category 3 fees is very high as compared to dayanand Sagar. So ,i would recommend if you don't have financial problem then you should choose vit vellore.
According to the COMEDK 2022 rank mentioned by you in the question :-
You have less chances to get seat in Dayananda Sagar College of Engineering, Bangalore for CSE branch as last year the closing rank under GM was around 2800 for CSE branch so with 3100 rank under GM you have only some chances to get the CSE branch in it.
