With 16003 rank in kcet exam,you cannot get cs branch in dayanand sagar institute of technology.For getting CS your rank rank should be upto 5494 under general category in open quota.You can get other branches in this college like industrial engineering management and construction technology and management.But if you want cs ,you can try for colleges like ks institute of technology,reva college etc.

If you belong to general category it will be difficult,but if you belong to some category it will be easy
In 2017,the cutoff was for ECE was 10793 and cutoffs fall each year,so you might get it in latter rounds.Else you can try for other branches.
