The Medical Council of India releases final allotment list of government, central and deemed universities, once the mop up round ends. The final result of the mop up round was declared on 23rd July, 2020.

Deemed universities are fully autonomous, meaning they can have their own administration, syllabus and admission processes, while private universities are usually do not. Deemed universities also have the authority to give their own degree or diploma to their students without the approval of the University Granted Commission (UGC), unlike private universities.
Hence private universities work under and follow the guidelines of the UGC only and deemed universities are independent in these cases.
As for fee, it totally depends on the individual university whether they are private or deemed.

Yes, a student from other states can get admission in MBBS course in Andhra Pradesh or any other states also without having domicile. But this can be done if you get admission only through management quota seats for MBBS or BDS. Otherwise if you want government quota private medical colleges seats you'll be requiring domicile then.
Or you apply through All India quota counselling for private colleges and deemed universities through which you can get the wanted college in any state if you qualify for that college, no domicile of other states will be required.
