Stray vacancy admission is done in online mode. Stray round is held after the mop- up round for the seats that are vacant after all the rounds of counselling and the mop-up round. In this round, each Deemed will release its own form which is compulsory to fill to take part in the round. After the merit list releases the students will be called by the institution as per the merit list. Then, the candidate have to go to the institution with DD of the fee and with all the necessary documents for admission procedure.

As you have applied for govt AIQ quota in first round so if you want to participate in mopup round of deemed university counselling you will have to register as fresh candidate as registration fee to participate in deemed university colleges is Rs 5000 + security deposit of Rs 2 lakh ( refundable). So you will have to pay both the amount then you can participate. As you haven't been allotted a govt mbbs college in AIQ so security deposit for that will get refunded once the counselling get over and MCC start the refund process for non allotted candidates.
