Hello,
Yes you can definitely fill the application form of jee mains for April exam even if you don't appear for the 1st jee mains January paper.But you can not get the benifit of best of two option of jee mains paper.

Every field is good and have scope. It depends upon person's interest. Someone loves to do programming so he / she chooses CS and someone loves circuits so he / she chooses Ec. So I would suggest find the interest and then choose the field.
