Yes of course you can apply for BSC nursing . any one can apply BSC nursing even after completing a  degree

after BSC biotechnology you can't directly do MSC nursing. But you can do BSC or Diploma in nursing or general nursing and midwifery (GNM) . you apply

It depends on your choice, if you are starting from the scratch go for a certificate course as it will build up your foundation. A certificate course trains you in a specific area and helps you obtain necessary skills without years of schooling. It is generally completed under a year.

I would say there are no better course. See for example if you go for Arts then also you will cover max to max three subject of UPSC which will not have all the info as per the syllabus of UPSC. So pursue a course which you want to learn.

The best option for MSc Biotechnology can be IIT/NIT. To get a chance to pursue in this premiere institute then you have to apply for the IIT JAM entrance examination. On qualifying you can pursue a course which can also avail you some placements at the end as well as
